If you need a sander, get one. It won't break you. Be sure to get a decent one. Your problem will be storage, I expect. Take to heart the part about not being aggressive with the chips. Smooth is actually easier, I think. Just don't get too aggressive with anything not loose. Then fill with compound, the thinner, the better. Allow to dry, then knock rough edges w/blade. Sand, 100 grit. There is the mess, so try to be smooth in applying. Better to make more than one layer. If there are just spots, then after everything is smooth, prime, dry, then paint whole ceiling...
